AP Medical Educators Association - draft outline of regulations



Name          Andhra Pradesh Medical Educationists’ Association

Aims                    
-         To promote the study of Educational Science among medical teachers  

-         To encourage medical teachers to get trained in Educational Science & Technology

-         To provide a forum for exchange of newer developments /ideas /results of experiments in the field of Medical Education

-         To further the cause of Medical Education in the state

By-Laws :

Membership is open to current and former medical teachers of Andhra Pradesh, and to medical doctors with at least an MBBS and a degree /diploma /certificate course in educational science/ medical education, conferred by a recognized college /University /body. These would be Regular or Full members.

Other medical professionals with at least an MBBS degree, who are interested in medical education, can enroll as Associate members.

Membership fee would be an annual fee of Rs.500/-  (Rs.300 for Associate members) or a life membership of Rs.2,500 /-. (Rs.2,000  for associate members).

Members are entitled to participate and vote on issues at General Body meetings and contest for posts in the governing /executive body.   Associate Members cannot vote or contest but can attend the general body meetings and express their views with the permission of the Chair.

Notwithstanding what has been mentioned above, any member – general or governing body, etc. may be suspended or membership removed by a simple majority of the GBM if he /she is found ineligible or his continuance is considered harmful /inimical to the aims and objectives of the association.

Registration of the association has been completed in Visakhapatnam.
For the time being, NTRUHS may be requested to allot some office space and place for executive meetings.
 

Invited Distinguished Members (7) – Their tenure would be for two years which may be extended for further period of two years each time.

Three distinguished medical educationists from outside state of AP - who are current or former teachers, with some training in medical education, having some experience of training teachers and having some publications. 

The three would be nominated - one by the University of Health Sciences and two by the GBM through a simple majority. 

Four distinguished medical educationists from within the state (may or not be members of the association) nominated or elected by the GBM – preferably but not necessarily, at least one from each region. 

Quorum of governing body meeting would be 11 or half of the total strength of the Gov. Body whichever is lower. Members of the Governing Body who cannot attend the meeting personally can convey their views / opinions / votes on issues in writing / by email. (They will not be counted for the quorum for the meeting)
If the Gov. Body meeting wishes, they can invite the absent members to tell their views by live video conferencing / skype / live telephone call on speaker – which can be received in real time by all members present at the Gov.Body meeting. (These members can be included for the quorum for the Gov. Body meeting in special circumstances if acceptable to the members who are physically present at the Gov. Body meeting.) It is envisaged that in the future, with increasing technological advances, virtual real-time meetings may be easily possible and be a suitable alternative to physical meetings.
One member of the Executive Committee will have to be nominated by the Governing Body and the tenure will be for one year extendable two times (maximum tenure 3 years)

Members (9) – 8 will be elected from the regular  members by the General Body – with at least two from each of the 3 regions of the state and at least two from government colleges and two from  private colleges. . It would be preferable though not mandatory that one college can have only one member elected thus, to give more representation to all colleges. One member will be nominated by the Governing Body.

The quorum for EC meeting would be Ten or half of the EC whichever is lower.

Elections to the above posts will be held at General Body Meetings. If for any unforeseen / unavoidable reason, GBM was not held, the elections may be conducted by postal ballot following due procedures.

General body meetings (GBM) will be held, preferably annually, but at least once in 2 years. The President, or in his absence & with his permission, a Vice President will preside over the general body meetings.

Notice of the GBM date & venue must be sent to all members at least one month in advance by post/mail/SMS / in the website etc. The quorum for the GBM will be 50 or 1/5 of the number of members (excluding associate members), whichever is higher - the quorum would not count associate members.

Resolutions on simple and routine matters and elections will need to be passed / agreed by a simple majority of those present at the GBM.

Major and important matters will have to be passed by at least a 2/3 majority of those present and okayed by at least ½ of the total members in the association – the votes of those not present may be obtained through postal ballot or a reliable online method.

The nature of the issue – major vs. minor – mentioned above will be determined by the President in consultation with the governing body.

Any matter /question may be raised by any member at GBMs – they can be decided at the meeting or may be communicated to all members for their ratification as decided by the members at the GBM.

Any member, absent for the meeting, may contest the resolutions of the meeting, if it is supported by at least 1/3 of the total members and the same will be put to vote to all the members – using postal ballot or reliable online method if necessary.

However, it will be the endeavour of the Chair and the governing body to arrive, as far as possible, at consensus opinions, conforming to the natural laws of justice and law, and, without partisanship and without contradiction to the cause of medical education and needs of society.

12 Student Representatives (6 MBBS & 6 PG) giving representation to all 3 regions and government & Private colleges – can be invited to the General Body to present their opinions or submit any matter for consideration. However they would not have any voting rights.


The members of the governing body will consist of five  Patrons ex-officio (Vice Chancellor Registrar & Rector of NTRUHS, and the Director of Medical Education(Admin) & DME (Academic)),  and eleven members   who will be elected at the general body meeting for a term of one year which can be extended (again through election if needed) one or two more times as mentioned above.  However, there is no bar prohibiting a person who already served in  one post from contesting for another post. Besides there would be seven invited distinguished members as mentioned above.  Persons contesting for these posts (except the patrons & invited distinguished members) must be life members of the association or convert their annual membership to life membership. 

The 11 members  would be:

One Treasurer (the president may request for the Treasurer to be from their own place or nearby if they wish to for facilitating transactions provided  the GBM  permits it if there does not seem any other motive behind the request. 


The governing body would meet preferably once  a year or at least once in two years. The expenditure of the meeting would be minimised to the extent possible, paying not more than Second AC by the shortest train route and a sitting fee of Rs.500/- and a working lunch and tea (if finances permit). No further amount may be payable for accommodation, etc. If feasible and reliable, with the available technological advances, such Governing Body Meetings may be held using Skype / videoconferencing / web-conferencing / chat sessions or any suitable method provided it is acceptable to all members of the Governing Body and does not compromise  on the objectives of the meeting and fulfils all such requirements as to make the meeting fruitful.

An  External advisory board is optional and will comprise eminent medical educationists from outside the state - national or international. Their names would be nominated by the Governing body or General Body (or half by each of these). The total number would be a minimum of six and not more than 16. Their tenure would be for 2 years and extendable for three more terms (maximum 8 years). It would be advisable however for at least 2 members to be changed every 2 years ( or one member a year). 
They would be expected to communicate by email / post and it is not mandatory for them to attend meetings physically.
 

A state  advisory board will comprise all the Principals of all the medical colleges and  Superintendents of the main attached teaching general hospitals (private & government), but not speciality hospitals.They would attend any meetings if any at their own expense; to avoid expenditure, they may be asked to   communicate via email / post / phone. 

An Executive Committee (19 members)- will comprise the President, 3 Vice Presidents, Secretary, 3 Joint Secretaries, Treasurer, Joint Treasurer and 1   members nominated / elected by the Governing Body and 8  members nominated / elected by the General Body. 
They would meet once or twice a year.

No further amount may be payable for accommodation, etc. Meetings through online / web facilities such as Skype / web conferencing / Video conferencing are advisable to minimize expenditure.

Activities -

The association will conduct a state conference on medical education, preferably every year, but at least once in two years. The organizing committee of the state conference will have a chairperson, organizing secretary and treasurer and other members as decided by the host college. The conference would include guest lectures, free paper & poster presentations, workshops, debates, quizzes on medical education, and other academic activities as decided by the organizing committee /governing body. The venue of the conference (to be decided 1 or 2 years in advance) will be through voting by the members present at the GBM and a simple majority among them.  Members who could not attend the Gen. Body Meeting can send their preference for venue of conference by post.
The expenditure would be borne by the host college / association – the APMEA may advance some amount as loan if the host college requests. At the end of the conference, the host college would submit the financial statement, duly audited.
The NTRUHS would be requested to provide some funds for the conduct of the state conference.
From the profits, half the amount would go to the host college Medical Education Unit and half to the APMEA. The organizing group is encouraged to generate income and spend frugally to ensure that, at the end, they would be able to pay at least 50,000 to one lakh rupees to the state APMEA association (i.e. a profit of a minimum of one to two lakhs). Any loss will NOT be borne by the APMEA.

The association will also strive to conduct workshops / updates etc. related to medical education during the year. It would also try to coordinate with other associations related to education / medicine to plan / execute intersectoral / interdepartmental activities which would further the cause of medical education. 
 
The  association will make attempts to bring out a print publication /journal or at least an e-version, dedicated to the cause of medical education. This would have its own Editor and editorial board who will be duly elected at the GBM. The editorial board will function with the concurrence of the governing body and Executive Committee.
